CATARMAN, Northern Samar – The Province of Northern Samar in partnership with the United Nations Children Fund (UNICEF) launched the first WASH in ECCD in the country with the presence of the municipal mayors and other stakeholders at the Ibabao Hall, Provincial Capitol, Catarman i n November 23.
UNICEF WASH Officer Norman Gagarin said that WASH in ECCD or Water, Sanitation, and Hygiene in Early Childhood Care and Development improves children’s health and ability to do well in school and promotes proper hygiene among pre-school children.
He said poor WASH conditions lead to diarrhea, a major cause of deaths among children and long term exposure to unsanitary environments can also cause stunting, leading to very poor educational outcomes.
He informed there is a need to prioritize the program among local government units and national government agencies like DepEd, reinforce political will, ensure the availability of material and technical resources, and provide more opportunities to increase the capacity to design and implement WASH program.
He then urged the local chief executives to include the program in their annual investment plan to fund projects and activities such as the provisions of group hand washing facilities, hygiene kits, functional toilets, safe and potable water in every day care centers in their respective municipality.
The right of a child is best protected when there is access to safe water, and adequate sanitation and hygiene facilities, he added.
He explained further that the absence of these facilities will compromise the child’s physical health at the early years and will make him vulnerable to infectious and communicable disease that will have irreversible consequence to his physical and mental development. (ajc/tbc-pia8northernsamar)
