The Provincial Government of Northern Samar recently awarded LGU Mapanas for achieving Zero Open Defecation (ZOD) status.

LGU Mapanas received an incentive amounting to Php 200,000.00 from the Provincial Government for accomplishing elimination of open defecation, improved and safe sanitation practices in the municipality, according to Rafaela Ybañez, the Provincial Sanitation Inspector.

Mapanas was declared the 1st ZOD municipality of Northern Samar by the Regional Validation Team after they conducted a Municipal Zero Open Defecation (MZOD) verification and evaluation of basic requirements in 2019.

The giving of incentives to ZOD-declared LGUs is authorized by the Sangguniang Panlalawigan o

f Northern Samar under Ordinance No. 13 Series of 2021 granting incentives to municipalities within the province of Northern Samar that achieved Zero Open Defecation (ZOD) status as declared by the Department of Health (DOH). The program aims to push the sanitation agenda forward and to advocate that sanitation be an urgent priority of governments and to accelerate actions to improve sanitation for all.  The ordinance, approved in August 2021, was authored by Board Member Ma. Ana G. Avalon, chair of the SP Committee on Health.

Every year, municipalities that achieve ZOD status as declared by the DOH are entitled to receive the PGNS incentive.
